사회보험 사각지대 해소의 중요성 및 효과적 대응 방안

Abstract

사회보험 사각지대의 광범위함은 우리나라 복지시스템의 대표적 문제점으로 꼽힌다. 이는 실업급여, 국민연금 등 사회적 위험에 대한 대비 기능 뿐 아니라, 육아휴직, 출산전 휴가, 육아기 근로시간 단축 등 일가정양립을 비롯한 핵심정책수단에 대한 접근성까지 제한하고 있다. 본고는 우리나라 사회보험의 정착과정과 법규정을 고찰하면서 사회보험 사각지대가 가지는 중요성과 현황, 그것이 지속되는 구조를 파악했다. 그 결과, 보편적 혜택을 기여여부와 상관없이 보장하고 있는 고용보험법 규정을 집행과정에서 준수하지 않고 있는 것이 사각지대 축소 메커니즘이 작동하지 않게 하는 주된 병목요인인 것으로 분석되었다.

Social insurance in Korea still has wide range of blind spots. Only 38% of unemployed workers receive unemployment benefits. To improve the accessibility of social insurance benefits, the misperception that only workers who paid their contributions are entitled to benefits such as paid maternity, parental leave, unemployment benefits and reduced working hours for childcare must be corrected. The government should make active efforts to inform workers of their right to the various benefits through confirmation of their working status even though it may aggravate the fiscal conditions of social insurance programs.
