지역아동센터 종사자가 인식하는 이용아동의 발달특성과 운영현황 및 개선방안에 관한 고찰

Abstract

본 연구는 학령기 아동의 방과 후 돌봄에 대한 사회적 요구가 커지고 있는 현실을 반영하여, 지역사회 내에서 방과 후 돌봄의 중추적인 역할을 해온 지역아동센터 종사자들의 목소리를 통해 학령기 아동의 방과 후 돌봄과 관련된 정책 및 서비스의 발전방향을 모색하고자 하였다. 이를 위해 지역아동센터에 종사하는 센터장과 생활복지사 총 20명을 대상으로 포커스 그룹 인터뷰를 실시하였다. 연구 참여자들의 이야기를 통해 지역아동센터를 이용하는 취약계층 아동의 사회정서발달의 어려움을 파악하고, 지역아동센터가 제2의 가정으로서 아동의 물리적·심리사회적 요구를 충족시켜 줄뿐만 아니라 지역사회 내 다양한 자원을 활용하여 아동과 가족의 건강성 회복과 복지향상을 위해 중요한 역할을 하고 있다는 것을 알게 되었다. 그리고 이를 바탕으로 학령기 아동을 위한 방과 후 돌봄 정책 및 서비스의 추진방향 및 과제를 다음과 같이 제시하였다. 첫째, 돌봄의 수혜자인 아동의 발달과 이익을 최우선으로 하는 돌봄 정책 및 서비스를 제공하기 위해서 선별적이고 잔여적 의미의 아동복지 서비스가 아니라 사회적 투자관점의 보편적 서비스로 패러다임을 전환할 필요가 있다. 둘째, 돌봄 정책 및 서비스에 대한 일관된 원칙을 수립하고 각 전달체계 간의 긴밀한 연계를 통해 효과적이고 지속성 있는 서비스를 제공해야 한다. 셋째, 아동 돌봄에 대한 부정적 인식을 개선하고 남녀, 세대, 가정과 지역사회를 초월하여 ‘함께 돌봄’을 실천할 수 있는 사회적 인식이 확산될 필요가 있다.

There is a growing demand for quality after-school care services for school-aged children in Korea. The presented study examines the current state of after-school child care offered by the Korean Child Community Centers (KCCC) and suggests plans for future improvement. To accomplish this, a Focus Group Interviews were conducted with 20 service providers. The participants’ accounts revealed various developmental needs of vulnerable children and also showed KCCCs’ function as children’s“alternative home” that helped meeting children’s needs and garnering community resources to improve overall welfare and well-being. Based on the results, the future directions for child care policies and after-school services were suggested as the following. First, services need to be universal and more empowerment-oriented than selective and residual, in order to ensure greater benefits to children. Secondly, an alignment of principles must be established and applied to care-related policies and services, so that different branches of systems can effectively collaborate in providing consistent and viable services. Lastly, it is important to mitigate the negative perception of child care and raise public awareness on the importance of ‘caring together’as a society.
