조세협정 및 조세환경이 해외직접투자에 미치는 효과분석

Abstract

본 연구는 2007-2015년 기간 중 전 세계 총 89개 대상국에 대한 한국의 해외직접투자를 분석 대상으로 하여 조세협정의 체결이 해외직접투자에 미치는 영향을 분석하고 있다. 본 연구에서는 양의 값을 갖는 직접투자 표본만을 활용함으로써 발생하는 기존 문헌들 내표본선택에 의한 편이 문제를 극복하기 위해 2단계 Heckman 표본선택모형(Two-stage Heckman Sample Selection Model)을 채용하여 실증분석을 시행한다. 아울러, 기존 연구들과는 달리 조세회피 방지 규정의 수준, 이전가격 조작, 조세 피란처 여부, 원천 징수 세 수준 등 조세회피에 연관된 투자 대상국의 고유 특성들을 분석과정에서 보다 명시적으로 반영하여 조세협정이 직접투자에 미치는 순효과를 살펴보고 있다. 분석결과에 따르면, 조세협정의 체결이 해외직접투자의 시행확률에는 통계적으로 유의미한 영향을 미치지는 못하나, 투자 시행 시 투자 규모를 확대시키는 데에는 긍정적인 영향을 미치는 것으로 나타난다. 아울러, 다른 조건이 동일할 경우 이전가격 조작, 조세 피난처, 낮은 원천 과세 등 조세회피 가능성이 높은 투자대상국일수록 투자의 시행 확률 및 투자 규모가 공히 증가한다는 분석결과가 도출된다.

This paper empirically investigates the impact of tax treaties on outward direct investment of Korea for the periods of 2007-15. We employ Two-stage Heckman Sample Selection Model to control for potential sample selection bias. In addition, unlike the existing studies, we explicitly consider country-specific taxation conditions in estimations, related to transfer pricing, anti-avoidance rules, tax haven status, withholding tax rates, etc. We find that tax treaties do not affect the propensity to invest in a specific country, but they positively contribute to the levels of investments. Futhermore, the countries with higher possibility for tax avoidance or evasion tends to receive more foreign direct investment with higher probability.
