Abstract

This study attempts to seek solutions to the private education (tutoring) problems from the extensive structure that embraces the whole education system, including university education, and the economic structure • labor market • society and cultural environments. In order to find the structure, actual status and causes of the private education problems, this study conducts a comprehensive analysis of not only the internal factors within elementary and middle and high schools but also the effect of environmental changes in university education and labor market on parents’ and students’ choices of private tutoring and the problems of information failure, the distribution and size of private education depending on the characteristics of households, determinants of demand for private tutoring and its investment effects.
