인적자본정책의 새로운 방향에 대한 종합연구
지난 수십 년간 우리나라는 세계가 부러워하는 경제발전을 이룩하여 왔으며, 그 과정에서 정부의 교육에 대한 지속적인 투자와 국민의 교육에 대한 높은 관심은 우수한 인적자원의 확보를 가능하게 함으로써 경제성장의 견인차 역할을 하였다. 한때 높은 문맹률을 보였던 우리나라는 문맹률이 가장 낮은 국가 중의 하나가 되었으며, 나아가 평균교육연수의 증가와 함께 대학진학률이 70%대에 이르는 등 세계가 부러워하는 인적자본을 가진 국가로 탈바꿈하였다. 교육의 양적 팽창과 더불어 질적 수준의 제고도 이루어져, 2000년 이후 OECD 국가를 대상으로 실시하는 학업성취도평가에서 우리나라는 세계 최고의 수준을 꾸준히 유지하는 놀라운 성과를 보이고 있다.
지난 반세기 동안의 교육의 눈부신 양적 또는 질적인 팽창과정의 다른 한편에서는 교육현실에 대한 불만과 우려의 시선이 있었던 것도 주지의 사실이다. 재학연수의 증가와 성적 높이기를 위해 쏟은 막대한 비용과 노력이 과연 노동시장에서 인정되고 그에 상응하는 보상으로 이어지고 있는지에 대한 의구심이 갈수록 커지고 있다. 또한 고등교육의 중추적 역할을 담당해야 할 대학이 우리 사회에서 제대로 된 연구와 교육의 기능을 담당하고 있는지에 대한 의문이 지속되고 있다.
본 연구는 과거부터 지속되어 온 교육과 인적자본정책이 앞으로 계속 유지되어도 큰 문제가 없을 것인지를 원점에서부터 냉정히 살펴보고, 만약 새로운 변화가 모색되어야 한다면 어떠한 방향으로 나아가야 할 것인지를 고민하는 문제의식으로부터 출발하였다. 전반적으로 우리 교육의 현주소를 되짚어 본 후, 중등교육 현장에서 직면하고 있는 각종 도전들(사교육, 학교폭력, 평가, 진로교육)에 대한 대응방안을 모색하였으며, 고등교육과 관련해서는 대학의 구조조정 문제, 국제화, 장학금과 학자금대출제도를 평가하고 정책방향을 논의하였다. 나아가 인적자본과 경제의 중요한 연결고리인 산학협력의 문제, 연구개발(R&D), 창업교육에 대하여 살펴보았다. 궁극적으로 인적자본정책은 사회⋅경제적 통합을 도모하는 방향으로 나아가야 한다는 점에서 교육 및 인적자본이 사회통합의 핵심적 요소인 우리 사회의 이동성(세대 간, 세대 내)에 미친 영향과 함의를 살펴보았다.
Over the past several decades Korea has received worldwide recognition for its remarkable economic growth. In the process, the government’s consistent investment and the public’s intense interest in education have generated quality human resources that has served as the driving force behind the economic development. Furthermore, once among the countries with the lowest literacy rate, Korea is now one of the most literate in the world. And with its high university enrollment rate (70 %range) and increasing average years in education, Korea has transformed into a country with world-class human capital. Along with the quantitative expansion, educational quality has also improved allowing Korea to maintain high ranking position in the OECD’s Programme for International Student Assessment (PISA) since 2000.
However, beneath the outstanding qualitative and quantitative developments, lies dissatisfaction and concern over the reality of Korea’s education. More and more are becoming increasingly wary as to whether the enormous cost and effort associated with the prolonged years in education and higher scores are duly recognized in the real labor market and lead to the corresponding compensation. Not only that, questions are being consistently raised as to whether Korean universities, which play a pivotal role in higher education, have fulfilled their fundamental role of research and education. This paper will go back to the root and critically analyze the sustainability of Korea’s long-standing education system and human capital policies and question the direction of future policies. The first section reviews current educational conditions in Korea, and then explores measures to respond to the numerous challenges e.g. private tutoring, school violence, assessment of students’ ability, and career development education, faced in secondary education. It also assesses higher education issues, including restructuring, globalization, scholarships and student loan programs, and discusses policy direction. Furthermore, the paper deals with university-industry cooperation, R&D and entrepreneurship education, all of which are significantly linked to human capital and the economy. Recognizing that the ultimate direction of human capital policies should lean towards socio-economic cohesion, this paper studies the impact and implications of education and human capital on the mobility (interand intra-generation) of the Korean society.
