전자정부 추진에 내재된 딜레마

Abstract

In this paper, we apply a dilemma perspective to e-Government projects. Diverse goals and criteria in constructing e-Government results in goal conflicts among government officials and thus bring dilemma situations. Government officials are surveyed and interviewed, and they showed goal conflicts and inconsistency between criteria of implementation stage and that of evaluation stage in e-Government. We point out that these conflict and dilemma might introduce confusion and inefficiency in constructing e-Government.

전자정부의 구축에 관한 오랜 경험은 한 가지 분명한 교훈을 준다. 전자정부의 구축이 결코 용이하지 않다는 점이다. 본 논문에서는 전자정부 구축의 어려움을 딜레마의 관점에서 이해하고자 한다. 즉, 전자정부를 구축하는데 있어서 다양한 가치와 행동 기준들이 요구되며, 다양한 행동 기준들의 충돌로 인하여 딜레마가 발생된다는 점이다. 본 논문에서는 전자정부를 구축하는데 있어서 어떠한 딜레마가 집중적으로 발생되는지를 살펴보고자 하며, 이를 위하여 정보화를 담당하고 있는 공무원들에게 설문 조사를 수행하였다. 설문 결과를 분석한 결과 정보화를 추진하는데 있어서 상당히 많은 행동 기준들간에 충돌이 발생한다는 점을 발견할 수 있었다. 나아가 전자정부를 추진하는 집행 단계에서 강조되는 행동 기준과 평가 단계에서 강조되는 행동 기준이 상이하다는 점을 발견할 수 있었다. 본 논문에서의 연구 결과는 전자정부의 구축에 있어서 보다 신중한 접근이 요구된다는 점을 제안한다.
