모기지상품과 주택구입용이도: 상관관계 및 정책과제에 관한 연구

dc.description.abstract본 연구의 목적은 대출조건에 제약을 받는 ‘한계차입자’의 주택구입용이도를 높일 수 있는 모기지상품에 대한 미시적 분석과, 이들 상품의 안정적인 공급을 위한 정책방안을 논의하는데 있다. 이를 위하여 다양한 상품의 상환액부담정도를 대출시점과 대출 이후 관련 경제변수의 시나리오 분석을 통하여 비교하였고, 여기에는 가계소득, 인플레이션, 단기이자율이 포함되었다. 주요 결과로, 동일한 주택가격과 LTV를 가정할 때, 변동금리상품들은 고정금리모기지에 비하여 낮은 초기상환부담 정도를 보이게 되나, 스트레스상황 하에서는 초기 DTI의 두배까지 상환부담이 증가하게 되고, 고정금리상품에 비해서도 1.47배의 높은 상환부담을 가지게 된다. 이자율조정상한이 있는 변동율상품, 그리고 영국과 호주에서 정부지원 상품으로 활용되고 있는 지분공유모기지는 초기 상환부담을 낮추어 주는 동시에 상환액상승충격을 감소시켜 줄 수 있는 유망한 상품으로 나타나고 있다. 이와 같이 주택구입용이도를 높일 수 있는 상품의 개발 및 보급과 병행하여 고려해야할 정책사안으로, 모기지유동화증권(Mortgage Backed Security) 및 담보부채권상품(Covered Bond) 등을 통한 안정적인 자금조달, 공공 모기지보험제도의 도입, 위험도를 고려한 대손충당금과 자기자본비율규제, 그리고 자료의 구축이 논의되었다.-
