변동금리형 주택담보대출 기준금리 및 편중완화에 관한 연구

Abstract

본고는 현행 변동금리형 주택담보대출 기준금리의 적절성을 평가하고 주택담보대출의 변동금리형 편중 현상을 완화할 수 있는 정책방안을 강구하고 있다. 기준금리는 CD를 포함한 7개의 시장금리를 대상으로 대표성, 안정성, 은행 자금 조달과의 관련성, 공정성, 연속성의 다섯 가지 기준에 의거 적절성을 평가하였다. 변동금리대출 편중현상의 완화는 금리조건 선택에 영향을 미치는 주된 요인이 금리 등 가격변수, 위험에 대한 태도, 개인 특성변수인 점을 감안하여 금융소비자에 대한 정보제공 및 교육 방식의 정교화, 고정·변동금리 혼합형 대출의 활성화, 고정금리 변동금리간의 금리격차의 실질적 축소 유도를 정책 대안으로 제시하였다. 변동금리형 대출 기준금리의 다변화와 변동금리형 편중현상의 완화는 차주가 합리적으로 자신에게 최적인 금리조건을 선택하도록 하는 동시에 은행의 자산 건전성 확보에도 도움이 될 것으로 기대된다.

This paper evaluates the suitability of the base rate for adjustable rate mortgage (ARM) and suggests policy measures to ease the phenomenon of mortgage loan concentration on adjustable rate types. The suitability of seven market interest rates, including the actively utilized Certificates of Deposit (CD) rate, are assessed based on five criteria including representativeness, stability, relevance to bank finance, fairness and continuity. To ease the phenomenon of mortgage concentration on adjustable rate types, this paper suggests the enhanced disclosure of information relevant to borrowers' decisions on ARM versus fixed rate mortgage (FRM), the activation of hybrid rate mortgage mixing ARM with FRM, and the inducement of a reduction in differentials between fixed and adjustable interest rates. A larger selection of base rates for ARM and the easing of the phenomenon of mortgage concentration on adjustable rate types will enable borrowers to reasonably choose interest rate conditions optimal to their needs. This will in turn ultimately help banks secure sounder assets.
