주거급여 재편 논의의 문제점과 개선방향

Abstract

주거급여는 내년부터 기초생활보장제도로부터 독립해 국토교통부로 이관된다. 그러나 제도틀이 변화했을 뿐 주거비지원제도의 근본 목표와 내용에 대한 논의가 활발히 이루어지지는못했다. 이는 부처이관의 근거였던 주거바우처가 부처이관이 결정된 후 삭제되고 원래의 현금지원 형태로 회귀한 것에서도 드러난다. 현시점에서는 담당부처를 이관하고 급여액을 산정하는 행정적 문제에 매몰되기보다, 이러한 변화를 발전적으로 활용하기 위한 장기적 설계가 필요하다. 대표적으로, 시장임대료 충격으로부터 저소득층을 보호하는 것에 주거비 지원의 초점을 맞추고, 자가가구의 주거개량지원은 보다 넓은 소득계층을 대상으로 해야 하는 만큼 별도 프로그램화하는 것이 필요하다. 또한 자발적 임대공급이 확대될 수 있도록 세제와 시장환경을 정비하거나 복지지원을 결합하는 노력 등 임대료지원의 효과가 나타나기 위해 필요한 보완조치들도 중요하다.

Housing benefit in the national Basic Livelihood Security Programme (BLSP) is scheduled to be transferred to Ministry of Land, Infrastructure and Transport in 2014. However, rent voucher, the original main feature planned to be embedded in the new subsidy system has been dropped lately. This confusion reflects the problem that the need to transform housing benefit to a voucher or the goal of housing subsidy has not been fully specified in the previous discussion. Housing subsidy should be focused on the aspect of rent subsidy protecting poor people from the rent volatility. Also, various housing support programs need to be coordinated, and community programs promoting family self-sufficiency need to be actively employed in combination with housing subsidies.
