Abstract

In the era of public governance and digital media, policy agenda and government interventions have been dramatically and rapidly affected by public issues and the social attention of policy actors and stakeholders. This study presents a comparative analysis of and evaluation framework for the trajectories and functions of public issues selected and focused on by the press and digital media in a particular policy arena. To handle this inquiry, spline function method and social big data analytics are employed to examine the changes and fluctuations in the amount of social attention in both newspaper articles and digital public discourses. In addition, this study examines from a longitudinal perspective the similarities and differences in issue attention cycles and the main components triggering the diffusion and sharing of the issues across media. Lastly, this study analyzes the level of public deliberation presented in digital public discourses in response to the issues, particularly in the three time periods in which the amplified social attention on the issues was shaped by digital citizens. The results point to the potential importance of governance communication and management policies and practices concerning public issues and deliberative discourse in both traditional and nontraditional media.
